BEFORE THE PUBLIC UTILITIES COMMISSION OF NEVADA NOTICE OF AMENDED JOINT APPLICATION AND NOTICE OF PREHEARING CONFERENCE On July 20, 2020, Nevada Power Company d/b/a NV Energy ("NPC") and Sierra Pacific Company d/b/a NV Energy ("SPPC") (collectively, "NV Energy") filed with the Public Utilities Commission of Nevada ("Commission") a joint application, designated as Docket No. 20-07023 ("Joint Application"), for approval of the fourth amendment to its 2018 Joint Integrated Resource Plan to update and modify the renewable portion of the Supply-Side Action Plan and the Transmission Action Plan. On September 8, 2020, the Presiding Officer of this Docket issued Procedural Order No. 1, bifurcating this Docket into two phases (hereinafter, "Phase I" and "Phase II"). Pursuant to Procedural Order No. 1, Phase I will consist of the load forecast, supply-side plan, the Mojave High School solar project, and NV Energy's request to amend its Transmission Plan regarding the following: to approve a settlement agreement between NPC and the Las Vegas Paiute Tribe, the existing Machacek Substation, the new substation to be located along the existing Arden to Avera line, the Round Mountain Substation, the Dry Lake Solar Project, Chuckwalla Solar Project, and to increase the budget for the West Tracy Substation. Phase II will address NV Energy's request to amend its Transmission Plan regarding Greenlink Nevada Phase I, NV Energy's request to designate Greenlink Nevada Phase I projects as critical facilities, and NV Energy's request to amend its Transmission Plan as part of Greenlink Nevada Phase II, including NV Energy's request to amend its Transmission Plan as part of Greenlink Nevada Phase II regarding land acquisition and a transmission line from Fort Churchill to Comstock Meadows substations. On October 7, 2020, pursuant to Procedural Order No. 1, NV Energy filed an amendment to the Joint Application ("Amended Joint Application"), modifying NV Energy's requests related to the Greenlink Nevada projects that will be addressed as part of the Commission's consideration of NV Energy's Transmission Plan in Phase II of this Docket. Specifically, NV Energy requests Commission approval to construct Greenlink West first, and obtain approval to commence permitting and land acquisition for the Greenlink North project. This Notice serves only to notify the public that the Commission has received the above-referenced filing. It is the responsibility of interested persons to review the filing and monitor the proceedings to determine their desired levels of involvement based on how this matter may affect their unique situations. The details provided within this Notice are for informational purposes only and are not meant to be an all-inclusive overview of the filing. The Commission may consider and adopt alternative proposals not contained within the filing but which are related to the subject matter of the filing and supported by substantial evidence. NV Energy filed the Amended Joint Application pursuant to the Nevada Revised Statutes ("NRS") and the Nevada Administrative Code ("NAC") Chapters 703 and 704, including, but not limited to NRS 704.741 through 704.751 and NAC 704.9005 through 704.9525. Pursuant to NAC 703.5273, NV Energy requests confidential treatment of information submitted under seal with the Amended Joint Application. Interested and affected persons may file petitions for leave to intervene pursuant to NRS 704.746 or NAC 703.578 through 703.600 on or before WEDNESDAY, NOVEMBER 4, 2020. Those who have already been granted intervenor status in this Docket remain parties; accordingly, these parties are not required to file an additional petition for leave to intervene to continue to participate as parties in this Docket.
